For easy understanding of health care delivery system in India we can
divide whole topic in three parts as central level, state level and district
level
1.
At central level- we have 3
official organs at central level which are at top administration of health care
in India these are
Union Ministry of
Health and family welfare- The Ministry of health and family welfare plays a vital role
on the national efforts to enable the citizens to lead a healthy and happy
life. Ministry is headed by union minister of health and minister of state. For
administration ministry have principal secretary health , additional secretary,
joint secretaries and deputy secretary along with administrative staff .
functions of
mohfw are as follows.
The
important activities of the Ministry affecting Community/Primary Health Care
are listed below 1. National Health programmes. 2. National Vector Board
Disease Control Programme. 3. Prevention of Food Adulteration (PFA). 4. Control
of Drugs Standards. 5. Medical Education. 6. Medical Research. 7. Health
Intelligence. 8. National Medical Library. 9. Facilities for Scheduled Castes
and Scheduled Tribes. 10.Central Government Health Scheme. 11. International
Cooperation for Health and Family Welfare.
DGHS -
The Director General of health service is
the principal advisor to government of India for medical and Public Health
matters he is assisted by additional director Deputy Director directors and
large administrative staff . functions of DGHS - is responsible for
implementation of all the policies , decisions and functions of Ministry of
Health and Family Welfare . Main units of DGHS are medical care and hospitals,
public health and general administration.
Central Council of Health - The Central
Council of Health and Family Welfare was set up under Article 263 of the
Constitution by Govt. of India in 1952 to provide support and advice to the
Department of Health on policy formulation and for promoting coordinated
activities between center and state. the functions of central Council of health includes
to consider and recommend broad outline of policies in regard to the matters
concerning to health, environmental hygiene, nutrition, health education and
training. to make proposal for legislation in the field of health and to make recommendation to the central
government regarding distribution available grants to States.

At state level - health
administration at state is divided into two groups state Ministry of Health and
Family Welfare and directorate of Health and Family Welfare
State Ministry of Health - state
Ministry of Health consists of a Minister of health and family welfare.
Health secretariat is the official unit of ministry. Principal health secretary,
additional health secretary , joint
secretary and large administrative staff are responsible for policy making in
relation to health services for the state.
Directorate of Health Services - Directorate of health services is headed by director in
assisted by additional, joint director and mission directors or project
directors for each departments. Directorate of health is responsible for
implementation of the policies and decisions of state ministry for the health
of state. Hospital administration, medical education Public Health and Family
Welfare and implementation of national health program and state health program
are the main functions of DHS.
At District level - at district level the main head of Administration is District magistrate
or collector. the whole district is divided into 6 administrative areas these
are subdivision Tahsil community development block municipality and Corporations
panchayat and villages. For health services at district level chief Medical and
health officer is the head of district. he is assisted by deputy CMHO . As NRHM,
Malaria, public health or other project deputy CMHO. The urban areas health
services are provided by district hospitals, subdivision hospitals, urban
dispensary and MCH centres while the services in rural areas are provided
by community and centre Primary Health Centre in sub centres
